Title 24 Without the Code-Speak: What Every California Developer Needs to Know

The drawings looked great. The budget worked. Then plan check flagged Title 24, and the project sat for six weeks.

We see this often enough that it is worth explaining Title 24 without the code-speak.

What Title 24 Actually Is

Title 24 is California's building standards code. Two parts show up on nearly every commercial project:

Part 6 — Energy Code. Envelope, glazing, HVAC efficiency, lighting power, and controls. Compliance has to be documented before a permit is issued.

Part 11 — CALGreen. Construction waste diversion, water efficiency, indoor air quality, and EV charging readiness.

These are not optional upgrades. They are minimum requirements that must be demonstrated on paper before anyone picks up a shovel.

The Four Things That Most Often Cost Owners Time and Money

EV Readiness. Conduit, panel capacity, and site work tied to your parking count. This is rarely in the first budget because it is easy to overlook until someone runs the numbers.

Lighting Controls. Occupancy sensors and daylighting controls are not upgrades. They are compliance items. Buildings that treat them as optional find out at plan check.

Forms. Title 24 is proven on paper. A missing compliance form stalls plan check the same way a missing wall section does. The documentation requirement is as important as the design itself.

Code Cycles. Standards update every three years. Your last project's rules may not be this project's rules. What passed in 2022 may need to be revisited in 2025.

When to Address It

None of this is difficult when it is in the design from week one. All of it is expensive at the plan check counter.

The payback is also real. A better envelope and better controls show up in the utility bill every month you own the building. Title 24 compliance is not just a regulatory hurdle — it is a long-term operating cost decision.
